驚慌過後 民眾回歸長期投資401(k)
2008年令人既驚且慌。股市慘，上班族的401 (k)退休儲蓄一跌再跌，停止放錢、把錢轉出來的舉動此起彼落，專家勸阻民眾勿冒然行事的呼聲也從未停止。新春回首，財經機構最近總結2008年401 (k)計畫，指出這確實是慘痛的一年，但大多數民眾如今多回歸到為退休儲蓄做長期投資的道路上。
數以千萬計的上班族，在2008年眼睜睜看著自己的401(k)儲蓄像自由落體般地劇跌。這是401(k)計畫過去5年以來首度呈現跌勢，卻不料跌勢如此之猛。根據富達投資公司 (Fidelity)的統計，平均每名雇員的401(k)儲蓄當年跌幅約為27%。
然而，富達最近的調查指出，絕大多數的民眾，目前仍然繼續投錢到其401(k)計畫中做為長期儲蓄。
雇員在401(k)的儲蓄總金額，2008年底時約為每人平均5萬200元，比2007年底時的6萬9200元少了一大截。
即使如此，每名員工2008年每人仍然平均投入5600元到401(k)計畫中，比2007年時還多了約100元。
以上這些統計數字，是富達公司依其所代為託管的全美1萬7100間企業的401(k)計畫所整理得出，這些計畫涵蓋的員工人數達110萬人。
其他的投資公司及研究機構，最近的報告也都得出類似的結論。那就是大多數的員工，都繼續存錢到401(k)計畫中。以投資公司協會(Investment Company Institute)就指出，只有3%的員工停止上放錢到401(k)。
有些分析師認為，不少投資民眾是希望能把握目前股市低迷的時機，以低買進，寄望未來股市回升時能有更佳的長期回報。
創紀錄資金移轉
長期追蹤全美401(k)計畫資金的赫威特合夥公司(Hewitt Associates) 也表示，經過震盪的一年，目前絕大多數的上班族，對401(k)的投資仍持以長期投資的態度，依分散投資原則安排投放，並長期投入。現在移轉資金的比率相當低。
但總結2008年的401(k)整體表現，該公司指出，401(k)計畫去年有5.7%資產轉移，仍是自1997年該公司成立401(K)指數開始蹤401(k)計畫表現以來的最高紀錄。
以往，每年平均的資產轉移只有3.3%。排名第二低的是2002年，當年股市亦嚴重大跌，當年的資移轉占4.1%。
目前一切大致回歸正常，資金移轉平均每天只有0.06%，比率算非常的低。
國際基金轉出多 美國公司股票減
在2008年創下新紀錄的，還包括移轉資金中的股票投資，其轉移亦創下新高，總額達63億元，比排名居次的2002年29億元多了2倍之多。而且，全年12個月中，有11個月的股票投資都是流出，其中又以1月和9月的流出最為嚴重。
被轉移最多的基金為國際基金，達19億元，這個走勢與國際投資基金在2003~2007年吸進42億元正好相反。由於股市表現差和大筆基金流出，國際基金在401(k)計畫資產分配所占比率，亦從2007年的9.8%，跌到2008年底的6.1%。
基金流失第二嚴重的是美國大型公司股票基金，損失達17億，亦為有史以來最大。占投資分配比率亦跌為15.7%，較2007年低了5%。
注重均衡投資的均衡基金(balanced fund)以個人承受風險為重的個人投資風格基金(lifestyle fund)，也都面臨大筆的基金流出。均衡基金在2008年流失了約10億元的資金轉移。
股票看跌 固定收入投資吃香
正如預料，給付固定利息的3種投資項目得到最大的資金流入。保證利息收入的GIC(全名為guaranteed investment contract)或固定價值資金當年有53億元注入，創下歷史新高，亦使其占投資比率在2008年底躍升為32.3%，較2007年增加了11.6%。債券得到12億元投資，貨幣市場基金得到4億5900萬元。
由於資產轉移及市場回報不佳，股票占投資比率從2007年底的66.9%跌了14%，在2008年創下歷史新低的52%。由於投資人改變投放比率，使得股票投資所占401(k)計畫總資產的比率從2007年的66.9%，跌到52.9%。這也是一年內最高跌幅。
若不計雇主的資助，僅是雇員放入401(k)計畫的投資總金額，2008年所占比率跌至57.4%，較2007年大幅降低了11%。
儲蓄賠近三成 96%繼續存錢
根據富達最新公布的資料，雖然股市慘跌、投資人損失慘重，但經由其管理的企業401(k)計畫中，參加計畫的公司雇員，絕大多數在去年第四季仍然如常繼續參與401(k)計畫投資。

聲稱可向欠交按揭貸款業主提供協助的公司近日如雨後春筍般出現，當局提醒民眾小心，免墮騙局。這些公司發傳單、登廣告、甚至致電有按揭困擾的業主，表示可協助房貸更改(loan modification)，但很多業主預付了金錢後卻得不到服務。
沙加緬度業主馬修斯(Mathews)去年向聲稱可助她更改房屋貸款的服務業者支付了3,500元，但一直得不到任何結果。她向加州地產局查詢，始知該業者已經沒持有地產執照。
政府部門收到的有關投訴越來越多。加州地產局 (California Department of Real Estate)發言人普爾(Tom Pool)說，該局正在調查250宗案件，其中很多宗均涉及前地產經紀。
加州副檢察長羅斯諾(Angela Rosenau)說，由2007年秋季起，她就幾乎專注於處理有關房屋貸款更改的騙案。她說，如果業主想更改房屋貸款，最好還是由自己親自進行，付款給第三者去辦理，不會令事情變得更容易。
普爾說，房屋貸款更改的決定權在貸款者手上，不是在第三者那裡；有些貸款者更為樂意容許更改房屋貸款，有些卻對要求不予回應。
但正是由於有些貸款者不搭理業主的要求，導致正為物業供款煩惱的業主更為徬徨，才會令第三者有機可乘。
加州地產局建議業主留意以下事項：
?猁如果你欠繳數期供款，貸款人已向你發出欠款通知書(notice of default)，那麼房屋貸款更改公司就不能向你預收費用，無論他們有執照與否。
?猁律師如果有提供法律服務及服務是在其執照所規限的範圍內，就可以預收費用。
?猁如果尚未收到欠款通知書，服務提供者可以向你預收費用，但必須備有一份合約，上面列明會提供甚麼服務、A務會在何時提供及需費若干。而在簽署之前，要把合約交給加州地產局審核，獲該局批准後方可收費。費用要存放在信託戶口內，只可以用於合約所訂服務的需要。
加州參議員考爾德倫(Ron Calderon)上月動議全面禁止這種預繳費用，議案如獲兩院通過可於下年底前生效。在議案尚未通過之前，業主唯有自己小心。羅斯諾說，如民眾向律師或地產業者尋求協助，應先向加州律師協會(California Bar Association)、加州地產局、Better Business Bureau等查核對方記錄。
有需要的業主亦可向美國房屋及市區發展部(U.S. Department of Housing and Urban Development)核准的非牟利借貸顧問求助。

加州副檢察長羅斯諾(Angela Rosenau)說，由2007年秋季起，她就幾乎專注於處理有關房屋貸款更改的騙案。她說，如果業主想更改房屋貸款，最好還是由自己親自進行，付款給第三者去辦理，不會令事情變得更容易。
普爾說，房屋貸款更改的決定權在貸款者手上，不是在第三者那裡；有些貸款者更為樂意容許更改房屋貸款，有些卻對要求不予回應。
但正是由於有些貸款者不搭理業主的要求，導致正為物業供款煩惱的業主更為徬徨，才會令第三者有機可乘。
加州地產局建議業主留意以下事項：
?猁如果你欠繳數期供款，貸款人已向你發出欠款通知書(notice of default)，那麼房屋貸款更改公司就不能向你預收費用，無論他們有執照與否。
?猁律師如果有提供法律服務及服務是在其執照所規限的範圍內，就可以預收費用。
?猁如果尚未收到欠款通知書，服務提供者可以向你預收費用，但必須備有一份合約，上面列明會提供甚麼服務、A務會在何時提供及需費若干。而在簽署之前，要把合約交給加州地產局審核，獲該局批准後方可收費。費用要存放在信託戶口內，只可以用於合約所訂服務的需要。
加州參議員考爾德倫(Ron Calderon)上月動議全面禁止這種預繳費用，議案如獲兩院通過可於下年底前生效。在議案尚未通過之前，業主唯有自己小心。羅斯諾說，如民眾向律師或地產業者尋求協助，應先向加州律師協會(California Bar Association)、加州地產局、Better Business Bureau等查核對方記錄。
有需要的業主亦可向美國房屋及市區發展部(U.S. Department of Housing and Urban Development)核准的非牟利借貸顧問求助。
